Activation Stage
APL assigns a project to one or more evidenced stages: Signal, Political Commitment, Financing, Procurement, Contract Award, Mobilisation, Delivery and Operation. A public announcement alone does not qualify as financing, procurement or construction.
Delivery Confidence
Strong indicates multiple visible delivery conditions such as approved investment, placed contracts and mobilisation. Developing indicates material progress with important conditions outstanding. Uncertain indicates unresolved capital, approvals, procurement or delivery evidence. Stalled is used only where credible evidence shows material inactivity or blockage.
Opportunity Window
Forming covers positioning and partnership formation. Opening covers studies, financing and early procurement. Active covers live awards and mobilisation. Closing indicates major packages have been placed. Operational ecosystem covers recurring services, maintenance and expansion.
Verification and updates
APL prioritises primary documents from project sponsors, governments, development finance institutions, lenders, contractors and regulators. Reputable independent reporting is used to confirm and contextualise. Every dossier displays its research date, latest verified development and cited sources.
