Baleine Phase 3 moves decisively into delivery.
New offshore awards transform Eni’s expansion from investment decision into an active engineering, fabrication, installation and drilling opportunity.
The signal behind the contract
Eni and its partners approved Baleine Phase 3 in May 2026. On 27 July, Saipem announced new Eni awards in Côte d’Ivoire and Italy worth approximately €800 million in total, including the offshore Baleine scope. The Ivorian work covers subsea engineering, procurement, fabrication, transportation and installation. Separate drilling activity adds another delivery layer.
Phase 3 is designed to lift total Baleine production from roughly 60,000 to 150,000 barrels of oil per day and gas from 80 to 200 million cubic feet per day. All produced gas is intended for Côte d’Ivoire’s domestic market.

Capital Position
The final investment decision is approved and major delivery contracts are being placed. Public disclosures do not yet provide one consolidated Phase 3 capital figure; APL therefore treats individual contract values and disclosed work scopes separately rather than presenting an unsupported total.

Project Friction Monitor
Current watch: fast-track execution complexity, offshore supply-chain sequencing, local-content delivery and coordination across multiple packages. No public evidence reviewed by APL indicates that these risks have stopped the programme.
